Recent discussions surrounding Express Entry data have brought to light concerns regarding the significant number of permanent residence invitations that are being declined annually and the possibility of some applicants entering the system without genuine intentions to immigrate.
Between 2021 and 2025, more than 52,000 Invitations to Apply (ITAs) for permanent residence were reportedly turned down. In 2025 alone, over 7,500 candidates declined an invitation, reentered the Express Entry pool, and subsequently received another ITA. Additionally, close to 16,000 invitations were declined by applicants who did not resume the application process.
This scenario has ignited discussions among applicants, particularly as many candidates miss out on invitations by just a few Comprehensive Ranking System (CRS) points. With stiff competition in the Express Entry system in 2026, there are concerns that unused invitations might be limiting opportunities for genuine applicants awaiting their turn in the pool.
However, it is important to note that not all declined invitations indicate misuse of the system. Some applicants opt not to proceed due to financial constraints, expired documentation, changes in eligibility criteria, or personal reasons following the receipt of an invitation.
