Streamlined Access to Permanent Residence for Physicians in Ontario

Ontario has introduced simplified pathways for self-employed physicians seeking permanent residence under the Employer Job Offer: Foreign Worker Stream. The recent updates, effective as of January 1, 2026, have reshaped the eligibility criteria for certain medical professionals.

Within the framework of the Ontario Immigrant Nominee Program (OINP), most applicants typically require a job offer to apply. However, specific categories of physicians now have the option to apply without one, subject to revised conditions.

Qualifications for Self-Employed Physicians

  • Must be able to bill Ontario’s public health system and possess an OHIP billing number
  • Must maintain good standing with the College of Physicians and Surgeons of Ontario
  • Must possess a certificate for independent practice, academic practice, or a provisional certificate of registration

One of the significant changes introduced in 2026 is the exclusion of postgraduate education licences from the list of eligible qualifications. These licences, which do not permit OHIP billing, are no longer considered sufficient for self-employed physician applications. Instead, they have been replaced by the provisional certificate of registration, a temporary license that enables supervised practice while physicians complete any pending examinations.

Physicians holding provisional certificates are now eligible to apply without a job offer and are exempt from the OINP’s points-based assessment system. Conversely, individuals with postgraduate education licences must now secure a job offer in Ontario to meet the revised eligibility criteria.
