On December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) invited nearly 185 candidates to apply for provincial nomination.
The MPNP extended invitations to candidates through its Skilled Worker Stream, selecting candidates through its Skilled Worker in Manitoba and Skilled Worker Overseas pathways.
Draw Results
A total of 184 Letters of Advice to Apply (LAAs) were issued in the province’s first draw of December.
This is the highest number of LAAs issued in a single draw since October 9, 2025.
Candidates were targeted through either the Skilled Worker in Manitoba or Skilled Worker Overseas pathways if they indicated being directly invited by the MPNP as part of a strategic recruitment mission.
This most recent draw follows a pattern since June of this year, in which the MPNP has almost exclusively focused on candidates selected under recruitment initiatives.
The distribution of LAAs to candidates who reported receiving an Invitation to Apply (ITA) under a strategic recruitment initiative can be seen below:

Of the 184 invitations issued under Expression of Interest (EOI) Draw #259, 61 were given to candidates who declared a valid Express Entry profile number and job seeker validation code.
The highest number of LAAs were distributed to candidates under the Temporary Public Policy (TPP) to facilitate open work permits (OWPs) for prospective provincial nominees in Manitoba or the Yukon.
