Quebec’s Immigration Targets for 2026 Revealed
Quebec has unveiled its plan to admit 45,000 new permanent residents in 2026, with a range of 43,000 to 47,000 immigrants. This marks a reduction from the previous year’s targets. Economic immigration is set to account for 64% of all admissions.
For the first time, Quebec’s plan includes targets for temporary residents, with up to 124,200 foreign workers and international students expected to be admitted in 2026. The province aims to welcome skilled workers with a French-language proficiency rate of around 76%.
Permanent Residents Breakdown
- Economic immigration: 27,500 to 30,100
- Family reunification: 9,600 to 10,400
- Refugees and similar cases: 5,500 to 6,000
- Other immigrants: 400 to 500
Quebec’s immigration levels align with government-provided figures from earlier consultations. The province is committed to maintaining a diverse and skilled immigrant population.
