Quebec Extends Freeze on Low-Wage LMIA Applications

Quebec has recently announced the extension of its freeze on low-wage Labour Market Impact Assessments (LMIAs) in Montreal and Laval until December 31, 2026. This decision affects employers in these regions who are unable to apply for or renew Temporary Foreign Worker Program (TFWP) permits for jobs paying below $34.62 per hour.

The initial moratorium, which was implemented in August 2024, also encompasses facilitated LMIA applications and renewals for existing workers.

However, certain exemptions are in place for jobs located outside Montreal and Laval, high-wage positions, applications submitted before September 3, 2024, and specific roles in industries such as agriculture, construction, food processing, education, and healthcare. To access a comprehensive list of exempt occupations, individuals can refer to Quebec’s official resources.

This decision is in line with federal regulations that restrict the use of low-wage TFWP in regions where the unemployment rate exceeds 6%, as part of a broader strategy to manage temporary resident levels across the country.
