Quebec Experience Program Reopens for Permanent Residence Pathway
The Quebec Experience Program (PEQ) is set to re-open on July 2, 2026, as announced by Quebec’s immigration ministry. The permanent residence pathway will be available for a two-year period until July 2, 2028.
Phased Reopening
The reopening will occur in two phases. The first phase, running from July 2 to October 31, 2026, will focus on foreign nationals eligible for the PEQ before its closure on November 19, 2025. This phase includes candidates from both the international graduate stream and the foreign worker stream, with the Quebec government aiming to issue an equal number of Quebec Selection Certificates (CSQs) across both streams.
Eligibility Criteria
Eligibility criteria will remain the same as when the PEQ graduate stream was suspended and the worker stream was closed. There will be no cap on applications during the first phase, which will be open from July 2, 2026, to October 31, 2026.
Temporary Measure
The re-opening of the PEQ is a temporary measure, with the Quebec immigration ministry planning to eventually phase out the PEQ and handle all permanent residence selections through the Skilled Worker Selection Program (PSTQ).
Important Dates
Starting July 2, 2026, at 8:30 AM Eastern time, applications for the first phase will be accepted until October 31, 2026. During this period, the Quebec government will reduce invitations through the Skilled Worker Selection Program, focusing on TEER 4 or 5 occupations and candidates with less than two years of work experience.
