The Prince Edward Island Provincial Nominee Program (PEI PNP) recently conducted an unexpected draw, deviating from its usual Invitation to Apply (ITA) schedule. In a significant shift, PEI expanded its selection criteria for this draw to include individuals with fewer ties to the province for nomination.

On December 23, PEI PNP held its second unscheduled draw of the year, inviting 13 candidates through the province’s Labour Impact and Express Entry pathways. Candidates were selected based on their occupations and priority sectors that are projected to benefit PEI’s economy.
Unlike previous rounds, which favored recent graduates of specific PEI-based Designated Learning Institutions (DLIs) or individuals employed by a PEI employer, the majority of the 1,609 invitations issued this year were through the Labour Impact and Express Entry pathways. Only one invitation was issued through the Business Work Permit Entrepreneur pathway.
Second Additional Draw
This draw marks the second deviation from PEI’s anticipated ITA schedule this year, with the first surprise draw occurring on October 27. The reason behind these additional draws remains unclear, but it is speculated that provincial immigration authorities are under pressure to utilize their 2025 nomination allocation fully, as any unused spots may not carry over to 2026.
Provincial nomination allocations are determined by Canada’s federal government, which allocates spots to each province based on the Immigration Levels Plan. These allocations dictate the number of ITAs a province can issue, with not every ITA resulting in a nomination.
In 2025, all provinces experienced a 50% reduction in their nomination allocations, aligning with the overall decrease in permanent admissions.
