Ontario’s Immigration System Revamp
Ontario is set to undergo a significant transformation in its immigration system through the Ontario Immigrant Nominee Program (OINP) with upcoming changes to the Ontario Immigration Act, scheduled to come into effect on May 30, 2026.
Key Changes
- Revocation of Current OINP Streams/Categories, including:
- Foreign Worker
- International Student with a Job Offer
- In-Demand Skills
- Master’s Graduates
- PhD Graduates
- Human Capital Priorities
- French-Speaking Skilled Worker
- Skilled Trades
- Entrepreneurs
Applicants currently eligible under these streams will no longer qualify. The permanency of these changes and the potential introduction of replacement streams remain uncertain.
Features of the New System
- 1. Enhanced Government Flexibility: The Ontario Minister of Immigration will have broader powers to establish, alter, or eliminate streams.
- 2. Targeted Draws Introduction: The system will include general draws as well as targeted draws focusing on specific criteria such as education, language proficiency, residency intentions, work experience, and meeting regional labor market needs.
Changes to Employer Job Offer Verification: Applicants needing a job offer must secure it from a program director-registered employer, who must submit the offer for approval before the applicant applies.
Potential New Streams: Ontario is contemplating the launch of new programs, potentially consolidating existing streams into a unified stream for highly skilled, semi-skilled, and general workers. Emphasis may be placed on sectors like healthcare, entrepreneurship, and exceptional talent.
