Newfoundland and Labrador Expands Provincial Immigration Opportunities

Newfoundland and Labrador has been approved to increase its permanent residence track by adding 1,000 more workers. This boost aims to address the workforce and demographic needs of employers, especially in rural communities and key sectors like healthcare, education, and social support activities. The Canadian federal government sanctioned this increase in the province’s annual quota for 2026 in August.

The additional 1,000 spaces have been allocated to the Newfoundland and Labrador Provincial Nominee Program (NLPNP), raising the annual quota for the program to 2,379. Foreign nationals nominated through the NLPNP can apply for Canadian permanent residence from the federal government. Nominees can also apply for a Bridging Open Work Permit (BOWP) after submitting their permanent residence application.

Starting June 9, 2026, base PNP applicants can apply for BOWPs more quickly due to a federal temporary measure that eliminates the need for an Acknowledgment of Receipt (AOR) for their permanent residence application.

Newfoundland and Labrador did not increase spaces for provincial immigration under the Atlantic Immigration Program (AIP), maintaining the annual quota at 475. A dedicated employer-specific work permit is issued for up to two years to foreign nationals endorsed for permanent residence through the AIP, but AIP applicants are not eligible for BOWPs.

The total allocation for Newfoundland and Labrador’s 2026 provincial immigration programs is now 2,854 spaces, up by 329 spaces from 2025 levels (2,525).
