Foreign Worker Admissions in Canada: 2025 Targets and Beyond

Canada is seeing a trend in foreign worker arrivals this year that aligns with reductions projected for 2026, potentially falling short of the 2025 target by over 100,000 workers by year-end.

If the current influx continues, it is estimated that around 202,923 foreign workers will be admitted by December 31, adjusted for seasonality based on 2024 trends, compared to the 2025 target of 367,750.

These admission numbers closely resemble the 2026 target set by Immigration, Refugees and Citizenship Canada (IRCC) at 230,000 as per the latest Immigration Levels Plan.

Current Trends and Future Projections

In the 2025–2027 Immigration Levels Plan, the trajectory of foreign worker admissions is crucial for understanding the evolving landscape of Canada’s workforce.
