Enhancing Canada’s Immigration System for Skilled Workers

Canada, December 19, 2025—In line with the 2026–2028 Immigration Levels Plan, efforts are underway to align the immigration system with the country’s labor needs, particularly in the recruitment of skilled workers to address labor shortages. The demand for home care workers, crucial in providing support to seniors, children, and individuals with disabilities, has prompted numerous applications for permanent residency through specialized programs.

However, the overwhelming interest in the Home Care Worker Immigration pilots has resulted in a backlog, leading to extended waiting periods for applicants.

To streamline the processing of current applications, Immigration, Refugees and Citizenship Canada (IRCC) has decided to temporarily halt new intake until further notice. Consequently, the reopening of the pilots’ intake, initially scheduled for March 2026, will be delayed.

IRCC remains committed to processing the applications already in the pipeline, aligning with the objectives outlined in the Immigration Levels Plan.

While recognizing the disappointment this may cause to potential applicants and their families, this pause is essential to manage inventory growth and ensure a sustainable immigration flow. Any updates regarding the program’s status will be communicated to the public in due course.
