Decline in Temporary Resident Arrivals in Canada: Latest Data 2025

Temporary resident arrivals in Canada have seen a significant decline in July 2025, with worker arrivals down by 37% and student arrivals down by 55% compared to the same period in 2024.*

Recent data from Immigration, Refugees and Citizenship Canada (IRCC) reveals that 18,500 new workers entered Canada in July 2025, a notable drop from the previous year’s 29,595 arrivals.

Similarly, only 7,685 international students arrived in Canada in July 2025, a sharp decrease from the 17,140 students who arrived in July 2024. Overall, Canada welcomed 20,550 fewer workers and students this July compared to the previous year.

The decline in arrivals is in line with the government’s aim to reduce the temporary resident population to less than 5% of the total population through policy changes and stricter regulations.

Continued Decline in 2025

Recent data from IRCC indicates a continued decline in temporary resident levels in 2025, with a 70% decrease in student arrivals and a 50% decrease in worker arrivals between January and June compared to the same period in 2024.

Overall, there has been a cumulative decrease of 235,070 new student and worker arrivals between January and July of 2025 compared to the previous year.

In July 2025, there were 26,185 new student and worker arrivals, representing a 7.29% decrease from June 2025.
