Monitoring Country Conditions for Iranian Nationals in Canada
The Immigration, Refugees and Citizenship Canada (IRCC) closely monitors country conditions from a protection perspective and has noted the current situation in Iran. Following escalated hostilities between Israel and Iran in June 2025, human rights conditions have deteriorated, posing risks for Iranian nationals.
Eligibility for Pre-Removal Risk Assessment (PRRA)
Iranian nationals who received a negative final decision on their asylum claim between December 20, 2024, and December 19, 2025, may now be eligible to apply for a pre-removal risk assessment (PRRA) without the standard 12-month waiting period. An accepted PRRA application protects individuals from being returned to a country where they face persecution, torture, or other harm.
Application Process and Considerations
Applicants must keep their PRRA application updated and notify IRCC of any changes. However, eligibility for PRRA does not guarantee permission to stay in Canada. Each case is assessed individually based on provided information. Individuals with a removal order or previous exclusion from refugee protection may be eligible for a restricted PRRA.
Recent Changes and Future Eligibility
Iranian nationals who receive a final negative decision after December 19, 2025, are not eligible for PRRA for 12 months. This exclusion is due to recent considerations of changes in the situation in Iran during the asylum claim or PRRA process.
