Canada has introduced a direct pathway to permanent residence (PR) for French-speaking international students. As of August 26, 2026, Canada is now accepting study permit applications from eligible foreign nationals from 33 countries through the Francophone Minority Community Student Pilot (FMCSP) program, which encompasses 17 participating post-secondary institutions across Canada.
Individuals accepted into the FMCSP program and who successfully graduate will have the opportunity to directly apply for Canadian PR. This program is unique in Canada as it guarantees incoming international students the chance to apply for PR upon graduation, bypassing the competitive PR application process that other international graduates typically face.
The current intake for the FMCSP program will accept up to 2,970 study permit applications until August 25, 2027, or until the quota is met. To qualify for PR through the FMCSP, candidates must first secure an FMCSP-specific study permit. Upon completing their studies at a participating institution, they can apply for PR directly if they meet the program’s criteria.
French-speaking citizens from the 33 eligible countries listed below can apply for an FMCSP study permit:

To be eligible for an FMCSP study permit, candidates must be enrolled in a full-time post-secondary program lasting a minimum of two years, with at least 50% of instruction in French and a diploma or degree conferred upon completion. The FMCSP requires a minimum French-language proficiency level of NCLC 5, which is lower than the standard CLB 7 requirement.
