Canada’s LMIA-Exempt Work Permit Changes in 2026

Canada is set to implement significant adjustments to LMIA-exempt work permits in 2026, with revised intake targets and evolving policies.

Increased Intake through the IMP

The Canadian government has raised the target for LMIA-exempt work permits issued via the International Mobility Program to 170,000 for the year 2026. This shift indicates a clear preference for LMIA-exempt pathways over the Temporary Foreign Worker Program.

PGWP Regulations Status

The list of eligible fields of study for the Post-Graduation Work Permit will remain unchanged in 2026. Programs that were anticipated to be removed will continue to be eligible, offering international students more immediate certainty while Canada undertakes a broader review of study program classifications.

Expiring Temporary Policies

Several special public policies, such as work permits for Ukrainians under emergency measures and for Iranian nationals in Canada, are scheduled to conclude in 2026. Immigration, Refugees and Citizenship Canada has yet to confirm any potential extensions for these policies.

PNP and Sector-Specific Permits

A policy enabling select provincial nominee candidates to obtain special work permits has expired without any announced extensions. Additionally, IRCC is in the process of developing a new sector-specific permit for agriculture and fish processing, with specific details pending.

Anticipated New Authorities

Bill C-12 is poised to become law, granting the federal government expanded powers to halt, terminate, or regulate work permit processing under certain circumstances.
