Canada’s Immigration Programs: Changes and Targets for 2026

The Canadian federal government has increased the number of permanent residency spots available through the Provincial Nominee Program (PNP) while reducing the Temporary Foreign Worker Program (TFWP) quotas. In 2026, Canada aims to welcome 91,500 permanent residents under the PNP, a significant rise from the previous target of 55,000. Conversely, the 2026 target for TFWP workers has been lowered to 60,000 from the previous goal of 82,000.

On the other hand, the planned admissions for work permits through the International Mobility Program (IMP) in 2026 have been set at 170,000, marking a 32% increase from the previous year. The latest immigration plan has notably decreased the overall temporary resident admissions targets, particularly through a nearly 50% reduction in international student admissions, now set at 155,000 for 2026, down from 305,900 in the previous plan.
