Canada Expands Pathway for Francophone Students to Permanent Residence

Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has announced an increase in the number of applications accepted through the Francophone Minority Communities Student Pilot (FMCSP) study to permanent residence (PR) pathway. This expansion raises the total applications accepted to 2,970, up from the previous cap of 2,300. The application window for this pathway is set between August 26, 2025, and August 25, 2026.

Eligibility Criteria for FMCSP

To qualify for the FMCSP, foreign nationals need to demonstrate a level 5 French proficiency under Canada’s Niveaux de compétence linguistique canadiens (NCLC), which is lower than the level 7 NCLC required for category-based draws under Express Entry.

Special Features of the FMCSP

The FMCSP offers eligible francophone students the opportunity to study in Canada and apply for PR through a dedicated pathway. Accompanying family members of applicants can also obtain PR through this program. Additionally, after applying for PR, both the student and their immediate family members may be eligible for open work permits, allowing them to work in Canada while awaiting a decision.
