The government of Canada is making significant changes to the prioritization of skilled workers for permanent residence in 2027. As part of public consultations, the government has outlined four key focus areas:

• United States H-1B visa holders.
• Researchers.
• Foreign nationals aligned with the International Talent Attraction Strategy (ITAS).
• Foreign nationals aligned with the Global Talent Stream (GTS) of the Temporary Foreign Worker Program (TFWP).

The government is currently reviewing its category-based selection (CBS) framework to better prioritize skilled workers, particularly in healthcare and skilled trades. Foreign nationals meeting the criteria under CBS have a higher chance of being invited to apply for permanent residence through Express Entry, Canada’s primary application system for skilled workers.

Changes to the CBS categories, based on the four focus areas, are expected to be implemented by 2027. Canada aims to admit 122,000 permanent residents through the Express Entry system that year.

H-1B Visa Holders

The focus on United States H-1B visa holders is a key aspect of the proposed changes. The H-1B visa is commonly associated with high-skilled workers in technology and STEM fields. The government is seeking input on prioritizing these individuals, particularly those in STEM occupations.
