Understanding Canada’s In-Canada Workers Initiative

Recently, Canada unveiled new information regarding its In-Canada Workers Initiative, also referred to as the TR to PR pathway. This initiative is designed to assist temporary workers who have already sought permanent residency through existing immigration channels and have resided in smaller Canadian communities for a minimum of two years.

Selected applications are being drawn from current inventories, eliminating the need for applicants to reapply or take any additional steps. The initiative specifically caters to individuals who initially applied through programs like the Provincial Nominee Program, Atlantic Immigration Program, Rural Community Immigration Pilot, Francophone Community Immigration Pilot, caregiver pilots, and the Agri-Food Pilot.

It is anticipated that this program will facilitate the transition of up to 33,000 temporary workers to permanent residents by 2026 and 2027. Notably, Canada has already granted approval to 3,600 workers under this initiative from January to February 2026.

The primary focus remains on supporting workers in rural and underserved communities grappling with labor shortages. Conversely, major urban centers are expected to be excluded from this particular pathway.
