Canada’s New Fast-Track Pathway to Permanent Residence for Workers

Canada has introduced a new pathway to fast-track permanent residence applications for select applicants under the TR-to-PR program. Workers who have applied for permanent residence through programs like the Provincial Nominee Program (PNP) and have lived in smaller Canadian communities for at least two years are eligible for this initiative. The In-Canada Workers Initiative aims to transition up to 33,000 temporary workers to permanent residents by 2027. The government is targeting workers from various streams, including PNP, Atlantic Immigration Program, community immigration pilots, caregiver pilots, and Agri-Food Pilot, to fill labor gaps in rural areas. IRCC is processing eligible applications without requiring any additional steps from the applicants.

Accelerated Processing and Approvals

IRCC has already approved 3,600 workers for permanent residence between January and February 2026, with a target of 20,000 approvals by the end of 2026. The remaining transitions are expected to be completed in 2027. The TR-to-PR Pathway, announced in Budget 2025, is part of the government’s strategy to reduce the temporary resident population in Canada to less than 5% by 2027. The initiative focuses on transitioning temporary foreign workers in specific sectors and rural areas.
