The Government of Canada has introduced a time-limited measure to assist temporary foreign workers in Quebec awaiting a Quebec Selection Certificate (CSQ) by granting access to employer-specific work permits. This policy is specifically designed for individuals who have been invited to apply for permanent residence in Quebec under the Skilled Worker Selection Program (PSTQ).
The temporary public policy, effective since March 13, 2026, applies to all applications submitted after that date. While currently scheduled to end on December 31, 2026, it remains subject to potential revocation by Immigration, Refugees and Citizenship Canada (IRCC).
Eligibility Criteria
Under this policy, individuals can benefit from LMIA-exempt closed work permits if they fall into one of three scenarios:
- Scenario one: Hold a valid employer-specific work permit in Quebec expiring on or before December 31, 2026.
- Scenario two: Previously held an employer-specific work permit in Quebec, applied for renewal before expiry, and have maintained status.
- Scenario three: Previously held a work permit in Quebec expiring between March 13 and December 31, 2026, and have applied for an extension or restoration of status.
Individuals whose work permits expired before March 13 are ineligible under these measures, regardless of status restoration applications. To qualify, all individuals must provide proof of invitation under PSTQ and submission of a Demand de sélection permanente (DSP) when applying for a work permit.
