Skilled immigrants aiming for permanent residence in Canada may see expedited processing with the upcoming modifications to the Express Entry system. The Canadian government is planning significant changes to prioritize higher-earning workers in the immigration selection process.
The complete overhaul of Express Entry is expected to be rolled out within the next 12-18 months. However, the introduction of the High-Wage Occupation factor could be implemented much sooner, according to a senior official at Immigration, Refugees and Citizenship Canada (IRCC).
Key Updates from the Recent Webinar
During a recent IRCC webinar for immigration professionals, several key details were disclosed:
- The entire regulatory process for the changes is estimated to take between 12 and 18 months.
- Changes to the Comprehensive Ranking System (CRS) will be governed by Ministerial Instructions, while program adjustments will be executed through regulatory amendments.
- There will be no modifications to CRS points based on age.
Additionally, the following changes are in the pipeline:
- Trade points allocation is likely to be tiered, with more points awarded for full licensure compared to apprenticeship.
- Points for Certificate of Qualification will probably be restricted to Red Seal-designated trades.
Furthermore, the government is contemplating the following:
- The High Wage Occupation factor may be introduced before the full program integration.
- Points for education obtained in Canada may be retained in a revised format, focusing on higher education levels only.
Clarifications on Previous Proposals
Based on the meeting notes, the following clarifications have been provided:
- Candidates who have received Invitations to Apply (ITAs) before the changes, or have submitted applications, will be assessed based on the rules applicable at the time of their ITA.
- CRS scores of candidates in the pool during the transition will be recalculated.
- Applications will be processed according to the regulations in place at the time of ITA issuance.
