Unlocking Opportunities: Canada’s Francophone Mobility Work Permit Explained

Canada’s Francophone Mobility Work Permit (FMWP) provides a pathway for foreign workers with basic French skills to secure an employer-specific work permit, whether applying from abroad or within Canada.

The FMWP streamlines the process by exempting applicants from the Labour Market Impact Assessment (LMIA) and is considered one of the most accessible work permits for individuals in and outside Canada.

To qualify for this work permit, foreign workers must demonstrate:

  • Intent to relocate to a Canadian province or territory outside Quebec;
  • Initial intermediate French-language proficiency in two language skills, which can be validated through a post-secondary transcript, completion letter, or language test results;
  • A job offer from any Canadian employer.

Applicants must exhibit French language proficiency equivalent to level 5 on the Niveaux de compétence linguistique canadiens (NCLC) scale in speaking and listening, a requirement lower than other programs for francophones.

The eligibility criteria for the FMWP program and the application process are detailed below.

Eligibility Criteria for the FMWP Program

Eligibility for the FMWP is subject to specific conditions met by both the applicant and the employer.

Individuals may qualify for the FWMP if they:

  • Intend to work and reside outside Quebec;
  • Can demonstrate intermediate French speaking and listening skills at NCLC level 5 or higher through official tests, educational confirmations, or relevant documents;
  • Hold a job offer in a TEER category under Canada’s National Occupational Classification (NOC).

Employers must fulfill certain requirements before the applicant can proceed with the application process.
