To qualify for this work permit, foreign workers must demonstrate:

• Intent to relocate to a Canadian province or territory outside Quebec;
• Initial intermediate French-language proficiency in two language skills, which can be validated through a post-secondary transcript, completion letter, or language test results;
• A job offer from any Canadian employer.

Applicants must exhibit French language proficiency equivalent to level 5 on the Niveaux de compétence linguistique canadiens (NCLC) scale in speaking and listening, a requirement lower than other programs for francophones.
