Immigration, Refugees and Citizenship Canada (IRCC) is making changes to its business programs to pave the way for a new pilot program aimed at immigrant entrepreneurs.
As of December 19, IRCC has announced the suspension of applications for the optional work permit linked to the Start-Up Visa (SUV) program, with exceptions for current SUV work permit holders in Canada seeking extensions.
Effective December 31, 11.59 pm, IRCC will no longer accept new SUV applications, except for individuals with valid commitment certificates from designated organizations in 2025, who must apply by June 30, 2026.
Furthermore, IRCC will continue the pause on applications for the Self-Employed Persons Program until further notice, which has been on hold since April 30, 2024.
Introduction of a New Pilot Program
The government has indicated that these adjustments are part of the preparation for a new, targeted pilot program tailored for immigrant entrepreneurs, with more details set to be disclosed in 2026.
In 2025, Canada’s SUV Program faced criticism for its lengthy processing times, with entrepreneurs reportedly encountering up to a ten-year wait for permanent residency through the program.
These changes are intended to tackle the backlog of applications for Canada’s business programs and align with the country’s Talent Attraction Strategy outlined in the latest Immigration Levels Plan.
