The Alberta Advantage Immigration Program (AAIP) has recently announced significant changes to its Rural Renewal Stream, set to take effect on January 1, 2026. One of the key updates is the requirement for in-Canada candidates to possess a valid work permit during the application submission and assessment processes. Maintained status will no longer be considered sufficient for eligibility.
Among the other modifications are the removal of eligibility for lower-skilled workers living outside Alberta, the introduction of caps on community endorsement allocations, and the limitation of the validity period of Endorsement of Candidate letters to 12 months.
These adjustments will only impact applications submitted on or after January 1, 2026. Applications submitted prior to this date will be evaluated based on the previous criteria of the stream.
The Government of Alberta officially disclosed these changes on its AAIP updates webpage on November 18, 2025.
Key Changes in the Program
- Valid work permits are now mandatory for in-Canada candidates throughout the application process.
- Candidates with lower-skilled occupations (TEER 4 and 5) must reside in Alberta to qualify.
- Designated communities will have a yearly endorsement allocation for candidate recruitment.
- Endorsement of Candidate letters will be valid for 12 months from the date of issuance.
Foreign nationals residing in Canada without a valid work permit, including those on maintained status or undergoing work permit restoration, will need to obtain a new work permit to meet the updated eligibility requirements. Candidates with expired work permits are also affected by this change.
Additionally, individuals with lower-skilled occupations living outside Alberta will now need a job offer in a skilled occupation (TEER 0, 1, 2, or 3) to be considered for the program.
Designated communities in rural Alberta will be allocated a specific number of endorsements annually, which they can utilize to endorse candidates who fulfill their local labor market needs.
Endorsed candidates will receive an Endorsement of Candidate letter from the designated community, which will be valid for 12 months. Failure to submit an application within this timeframe will necessitate obtaining a new endorsement.
