Quebec’s Immigration Plan for 2026: Targets and Objectives
Quebec has unveiled its new immigration levels for 2026, with a target of 45,000 new permanent residents as outlined in the plan presented on November 6, 2025. The province plans to admit between 43,000 to 47,000 individuals, with an expectation that up to 54% will be individuals already residing in Quebec on a temporary basis.
The focus of the plan includes achieving a French-language proficiency rate exceeding 77% among the admitted individuals, emphasizing Quebec’s commitment to integrating francophone speakers.
This adjustment signifies a decrease from Quebec’s 2025 immigration plan, which aimed for a range of 49,500 to 52,500 new permanent residents, and a reduction from the approximately 60,000 admissions in 2024. This gradual decline reflects Quebec’s strategy to align immigration with its housing capacity, workforce requirements, and objectives for preserving the French language.
