The Superior East region in Northern Ontario has recently introduced the Francophone Community Immigration Pilot (FCIP), making it the final of six communities in the province to launch this initiative.
Situated along the northern coast of Lake Superior, the region encompasses the towns of Chapleau, Dubreuilville, Wawa, White River, Hornepayne, and Manitouwadge, as well as adjacent First Nations territories.
The FCIP is a program that offers a pathway to permanent residency for French-speaking foreign nationals, driven by employers. To be eligible, individuals must secure a job in a priority sector and occupation from an approved employer endorsed by the region’s economic development body.

Highlighted Occupations
Notable roles include early childhood educators (NOC 42202), licensed practical nurses (32101), welders (72106), cooks (63200), and retail sales supervisors (62010), spanning various sectors such as healthcare, trades, and education.
Eligibility Criteria
Applicants are required to:
- Demonstrate proficiency in French (at least NCLC 5 in all areas)
- Have a minimum of one year of relevant work experience in the last three years (or be recent international graduates)
- Possess a secondary school qualification (Canadian or equivalent)
- Show adequate settlement funds for themselves and their dependents
Employers are responsible for submitting applications on behalf of eligible candidates to the regional economic development organization for consideration. Successful applicants can then apply for permanent residency and may also be eligible for a work permit while their PR application is being processed.
